ENTREPRENEURIAL COMPETENCE FORMATION AT INTERNALLY DISPLACED PERSONS UNDER CONDITIONS OF MARTIAL LAW

Abstract

The author considers the issue of forming entrepreneurial competence of internally displaced persons (IDPs) in the context of informal education under conditions of  martial law in Ukraine. The theoretical foundations of the specified topic are analyzed, the main problems and prospects for their solution are investigated. It is established that the military-terrorist actions of the russian federation on the territory of Ukraine since 2014 and the associated mass resettlement of citizens have created significant socio-economic challenges for our state, which require immediate solutions. Given the constant growth in the number of IDPs and the increasing military-terrorist actions of the aggressor, the development of effective mechanisms for their adaptation and integration into new communities is becoming relevant. Special attention is devoted to the aspect of developing entrepreneurial competence at IDPs through non-formal education, seen as a necessary and effective criterion for citizens’ adaptation to new life conditions. Considering the unique circumstances defining this group, such as loss of housing, jobs, and financial stability, the preservation and development of entrepreneurial skills can become a significant tool for their self-realization, growth, and a driving force for the country’s economic advancement under conditions of martial law (creation of new jobs, strengthening of local economy, etc.). Particular focus is placed on IDP Learning Centers and non-formal educational programs aimed at fostering entrepreneurial competence for IDPs operating in Ukraine under conditions of martial law. It was found that the effectiveness of successful adaptation and reintegration of IDPs into the new environment depends on the coordination of efforts at all levels (joint actions of the state, the international community, and the IDPs themselves) and their readiness for long-term investments in recovery and development, including psychosocial support and creating conditions for the development of small businesses.
