DIRECTIONS OF HIGHER EDUCATION DEVELOPMENT IN UKRAINE IN CONDITIONS OF INSTABILITY
Abstract
The review article analyzes the main directions of higher education development in Ukraine in the conditions of instability that suppose the limitation of educational space due to quarantine measures. It is substantiated that quarantine measures are associated with limited educational process in higher education because of the spread of coronavirus disease (COVID-19). The world key trends in the higher education development on the basis of modern scientific ideas and pedagogical research for the next five years are identified, namely: rethinking the activity sphere of educational institutions; training by modules and levels; promoting a culture of innovation; strengthening the focus on assessing academic achievement; redesign of educational space; blended learning format. The directions of development of higher education in Ukraine in conditions of educational space limitation are substantiated as following: re-profiling of the educational process organization in the higher education institutions, introduction of blended training of students, and also advanced training of scientific-pedagogical workers how to use the information resources for preparing classes with students. The recommendations for further development of higher education in Ukraine at the state and regional levels as well as higher education institutions level have been developed. It is proved that in order to promote the formation of the competitiveness of the future specialist in the higher education institution it is necessary: at the state level – to create an organizational structure for scientific-pedagogical and pedagogical staff to implement digital technologies in the educational process; at the regional level – to ensure the organization and control over the introduction of innovative educational technologies in higher education institutions; at the level of higher education institutions – to expand the autonomy for the introduction of educational innovations in the provision of educational services not only to students but also to all categories of adults.
