INFLUENCE OF LEADING INTERNATIONAL ORGANIZATIONS AND FUNDS ON THE DEVELOPMENT OF ADULT EDUCATION IN LITHUANIA, LATVIA AND ESTONIA
Abstract
This article aims to conduct a synthesis and study the emergent aspects of the functioning of international intergovernmental and non-governmental organizations concerned with adult education in Lithuania, Latvia, and Estonia. The growing relevance of this research is determined by the need to adapt andragogical strategies to the multifactorial determinants of globalization and digital convergence, which provoke the relativization of traditional approaches to adult education in the Baltic region. The primary objective is to analyze the dynamic changes in the institutional landscape of adult education triggered by the activities of international organizations such as UNESCO, the European Association for the Education of Adults (EAEA), the International Council for Adult Education (ICAE), as well as other actors that serve as catalysts for andragogical innovations.
The article's methodological framework is based on the paradigms of critical rationalism and constructivist epistemology, particularly the use of interdisciplinary analysis, which includes elements of structured systems theory and conceptual mapping of the educational space. The application of analytical hermeneutics methodology enables a critical review of the impact of international actors on regional educational policies and the identification of latent factors contributing to the evolution of formal and non-formal adult learning. The research results indicate the cross-national nature of changes in adult education, embodying processes of mutual adaptation between local educational initiatives and supranational imperatives. Specifically, the phenomenon of cognitive mobility has been identified, enabled by the activities of the EAEA and other organizations that implement transnational andragogical practices aimed at creating inclusive learning environments. Such practices serve as determinants of transformative processes in the field of adult vocational training.
